Abstract

Penelitian ini bertujuan menganalisis gaya kepemimpinan dalam meningkatkan disiplin kerja aparatur di Kantor Kecamatan Hiliduho Kabupaten Nias. Metode yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi, serta dianalisis menggunakan model interaktif Miles & Huberman. Hasil penelitian menunjukkan bahwa Camat Hiliduho cenderung menerapkan gaya kepemimpinan partisipatif dan transformasional, dengan sesekali menggunakan pendekatan otoriter. Disiplin kerja aparatur sebagian besar terbentuk melalui keteladanan dan pengawasan langsung dari pimpinan, meskipun penerapan reward dan punishment masih belum konsisten. Faktor pendukung disiplin meliputi komunikasi harmonis, kedekatan hubungan pimpinan–pegawai, dan rapat rutin; sementara hambatan utamanya adalah rendahnya kesadaran disiplin sebagian pegawai, inkonsistensi penerapan sanksi, serta keterbatasan sarana pengawasan. Penelitian ini menegaskan bahwa efektivitas kepemimpinan dalam meningkatkan disiplin kerja sangat bergantung pada konsistensi regulasi dan dukungan struktural yang memadai, serta menjadi kunci dalam menjaga kualitas pelayanan publik di tingkat kecamatan.
